Do I have to get on the roof to check a ridge vent?

No, and you should not for a routine check. Most problems (lifted caps, storm debris, a sagging line) are visible from the ground with binoculars, and the rest show up from inside the attic as stray daylight or poor airflow. Save the ladder for a roofer. If the ground and attic views both look off, that is your cue to call a pro who can walk it safely and check the fasteners.

How do I know my ridge vent is actually doing its job?

The attic is the tell. A working system keeps the attic within about 10–20°F of the outside air; if it feels dramatically hotter than outside on a summer day, exhaust or intake is failing.
