How often should you inspect a foundation for cracks?

Walk the full perimeter of your foundation once a year, and again after any drought, flood, or freeze-thaw stretch that moves the soil. You are looking for three things: cracks that are new or getting wider, walls that bow or lean inward, and damp spots or efflorescence on the inside face. Which foundation cracks are actually serious?
Thin vertical cracks under about 1/16 inch are usually harmless concrete shrinkage from curing. The ones that warrant a structural engineer are horizontal cracks (a sign the wall is being pushed in), stair-step cracks in block that keep widening, any crack wider than 1/4 inch, and cracks paired with a bowing wall, sticking doors, or sloping floors. How do I tell whether a crack is still moving?
Mark it and wait. Draw a dated line across each end and a tick at the widest point, then re-check monthly for an active one or yearly for a stable one.
