For rock-steady temperature, yes. Thermostatic valves cost more, roughly $200–600 for the valve versus $50–150 for a balancing one, and often need more wall space. In a busy household with frequent swings the upgrade is worth it. Could low water pressure in the whole house cause this?

It can make it worse. If your home already runs at the low end, around 40 to 45 psi, there is little margin, so any competing draw tips the shower out of balance.
