The sleeve is the clear tube that separates the lamp from the water, and mineral scale or sediment on it blocks UV just as effectively as a dead lamp. Clean it with vinegar at each lamp change and replace it when cleaning no longer clears the film. A blocked sleeve makes a fresh lamp useless.

The bulb still lights up. Why replace it if it is not burned out?

Because UV lamps fail on output, not on light. The germicidal wavelength (around 254 nm) decays steadily, and by 9,000 hours a lamp typically delivers well under the dose needed to inactivate bacteria, even though your eye still sees a bright glow.
